ఇశ్రాయేలీయులందరిలో సామర్థ్యముగల మనుష్యులను ఏర్పరచుకొని, వెయ్యిమందికి ఒకనిగాను, నూరు మందికి ఒకనిగాను, ఏబదిమందికి ఒకనిగాను, పదిమందికి ఒకనిగాను, న్యాయాధిపతులను ఏర్పాటు చేసి వారిని ప్రజలమీద ప్రధానులనుగా నియమించెను.

- 26వారెల్లప్పుడును ప్రజలకు న్యాయము తీర్చువారు. వారు కఠిన వ్యాజ్యెములను మోషే యొద్దకు తెచ్చుచు, స్వల్ప వ్యాజ్యెములను తామే తీర్చుచువచ్చిరి.
- 27తరువాత మోషే తన మామను పంపివేయగా అతడు తన స్వదేశమునకు వెళ్లెను.
