ರಾಜ್ಯದ ಎಲ್ಲಾ ದೇಶಾಧಿಪತಿಗಳೂ ರಾಜ್ಯಪಾಲರೂ ನಾಯ ಕರೂ ಪ್ರಧಾನರೂ ಆಲೋಚನೆಗಾರರೂ ಒಟ್ಟುಗೂಡಿ ಆಲೋಚಿಸಿದ್ದೇನಂದರೆ--ಓ ಅರಸನೇ, ಯಾರಾದರೂ ಮೂವತ್ತು ದಿವಸಗಳವರೆಗೂ ನಿನ್ನನ್ನು ಬಿಟ್ಟು ಬೇರೆ ಯಾವ ದೇವರಿಗಾಗಲಿ ಮನುಷ್ಯರಿಗಾಗಲಿ ವಿಜ್ಞಾ ಪನೆ ಮಾಡಿದ್ದಾದರೆ ಅಂತವರು ಸಿಂಹದ ಗವಿಯಲ್ಲಿ ಹಾಕಲ್ಪಡುವರೆಂಬ ರಾಜಾಜ್ಞೆಯನ್ನು ವಿಧಿಸಿ, ಸ್ಥಿರ ಕಟ್ಟಳೆ ಯನ್ನು ಕೊಡತಕ್ಕದ್ದು.

5ಆಗ ಆ ಮನುಷ್ಯರು --ಈ ದಾನಿಯೇಲನಿಗೆ ವಿರೋಧವಾಗಿ ಅವನ ದೇವರ ನ್ಯಾಯಪ್ರಮಾಣದಲ್ಲಿ ತಪ್ಪು ಸಿಗುವದೇ ಹೊರತು ನಮಗೆ ಇನ್ನೆಲ್ಲೂ ಸಿಗುವದಿಲ್ಲ ಎಂದು ಅಂದು ಕೊಂಡರು.
6ಆಗ ಪ್ರಧಾನರೂ ದೇಶಾಧಿಪತಿಯೂ ಅರಸನ ಬಳಿ ಕೂಡಿಬಂದು ಹೀಗೆಂದರು--ಅರಸನಾದ ದಾರ್ಯಾವೆಷನೇ, ನಿರಂತರವಾಗಿ ಬಾಳು.
7ರಾಜ್ಯದ ಎಲ್ಲಾ ದೇಶಾಧಿಪತಿಗಳೂ ರಾಜ್ಯಪಾಲರೂ ನಾಯ ಕರೂ ಪ್ರಧಾನರೂ ಆಲೋಚನೆಗಾರರೂ ಒಟ್ಟುಗೂಡಿ ಆಲೋಚಿಸಿದ್ದೇನಂದರೆ--ಓ ಅರಸನೇ, ಯಾರಾದರೂ ಮೂವತ್ತು ದಿವಸಗಳವರೆಗೂ ನಿನ್ನನ್ನು ಬಿಟ್ಟು ಬೇರೆ ಯಾವ ದೇವರಿಗಾಗಲಿ ಮನುಷ್ಯರಿಗಾಗಲಿ ವಿಜ್ಞಾ ಪನೆ ಮಾಡಿದ್ದಾದರೆ ಅಂತವರು ಸಿಂಹದ ಗವಿಯಲ್ಲಿ ಹಾಕಲ್ಪಡುವರೆಂಬ ರಾಜಾಜ್ಞೆಯನ್ನು ವಿಧಿಸಿ, ಸ್ಥಿರ ಕಟ್ಟಳೆ ಯನ್ನು ಕೊಡತಕ್ಕದ್ದು.
8ಓ ರಾಜನೇ, ಈಗ ನೀನು ಈ ನಿಬಂಧನೆಯನ್ನು ವಿಧಿಸಿ ಇದು ಬದಲಾಗದಂತೆ ಮೇದ್ಯಯರ ಮತ್ತು ಪಾರಸೀಯರ ನ್ಯಾಯಪ್ರಮಾಣದ ಪ್ರಕಾರ ಇದು ಬೇರೆಯಾಗದಂತೆ ನಿರ್ಣಯವನ್ನು ರೂಪಿಸಿ ಬರಹಕ್ಕೆ ರುಜುಹಾಕು ಅಂದರು.
9ಆದಕಾರಣ ದಾರ್ಯಾವೆಷನು ಆ ಬರಹಕ್ಕೂ ನಿರ್ಣಯಕ್ಕೂ ರುಜು ಹಾಕಿದನು.
