12తమ సన్నిధినుండి మాయొద్దకు వచ్చిన యూదులు యెరూషలేమునకు వచ్చి, తిరుగుబాటుచేసిన ఆ చెడుపట్టణమును కట్టుచున్నారు. వారు దాని ప్రాకారములను నిలిపి దాని పునాదులను మరమ్మతు చేయు చున్నారు.
13కావున రాజవైన తమకు తెలియవలసినదేమనగా, ఈ పట్టణమును కట్టి దాని ప్రాకారములను నిలువ బెట్టినయెడల వారు శిస్తుగాని సుంకముగాని పన్నుగాని యియ్యకయుందురు, అప్పుడు రాజునకు రావలసిన పైకము నష్టమగును.
