ಇವರು ಎಲ್ಲಾ ಕಾಲಗಳಲ್ಲಿ ಜನರಿಗೆ ನ್ಯಾಯತೀರಿಸಿ ದೊಡ್ಡ ವ್ಯಾಜ್ಯ ಗಳನ್ನೆಲ್ಲಾ ನಿನ್ನ ಮುಂದೆ ತಂದು ಸಣ್ಣಸಣ್ಣ ವ್ಯಾಜ್ಯಗಳನ್ನು ತಾವೇ ತೀರಿಸಬೇಕು. ಹೀಗೆ ನಿನಗೆ ಸುಲಭವಾಗು ವದು. ಅವರು ನಿನ್ನ ಸಂಗಡ ಭಾರವನ್ನು ಹೊರುವರು.

- 21ಇದಲ್ಲದೆ ನೀನು ಸಮಸ್ತ ಜನರೊಳಗೆ ಸಮರ್ಥರು ಅಂದರೆ ದೇವರಿಗೆ ಭಯ ಪಡುವವರೂ ಸತ್ಯವಂತರೂ ದುರಾಶೆಯನ್ನು ಹಗೆ ಮಾಡುವವರೂ ಆಗಿರುವ ಇಂಥವರನ್ನು ಸಾವಿರ ಜನರ ಮೇಲೆಯೂ ನೂರು ಜನರ ಮೇಲೆಯೂ ಐವತ್ತು ಜನರ ಮೇಲೆಯೂ ಹತ್ತು ಜನರ ಮೇಲೆಯೂ ಅಧಿಕಾರಿಗಳನ್ನಾಗಿ ನೇಮಿಸಬೇಕು.
- 22ಇವರು ಎಲ್ಲಾ ಕಾಲಗಳಲ್ಲಿ ಜನರಿಗೆ ನ್ಯಾಯತೀರಿಸಿ ದೊಡ್ಡ ವ್ಯಾಜ್ಯ ಗಳನ್ನೆಲ್ಲಾ ನಿನ್ನ ಮುಂದೆ ತಂದು ಸಣ್ಣಸಣ್ಣ ವ್ಯಾಜ್ಯಗಳನ್ನು ತಾವೇ ತೀರಿಸಬೇಕು. ಹೀಗೆ ನಿನಗೆ ಸುಲಭವಾಗು ವದು. ಅವರು ನಿನ್ನ ಸಂಗಡ ಭಾರವನ್ನು ಹೊರುವರು.
- 23ಈ ಕಾರ್ಯವನ್ನು ಮಾಡುವದಕ್ಕೆ ದೇವರು ನಿನಗೆ ಅಪ್ಪಣೆಕೊಟ್ಟರೆ ನೀನು ಇದನ್ನು ನಿರ್ವಹಿಸಲು ಶಕ್ತ ನಾಗುವಿ. ಈ ಜನರೆಲ್ಲರೂ ತಮ್ಮ ತಮ್ಮ ಸ್ಥಳಗಳಿಗೆ ಸಮಾಧಾನದಿಂದ ಹೋಗುವರು ಅಂದನು.
- 24ಮೋಶೆಯು ತನ್ನ ಮಾವನ ಮಾತನ್ನು ಕೇಳಿ ಅವನು ಹೇಳಿದ್ದನ್ನೆಲ್ಲಾ ಮಾಡಿದನು.
