- 13నీతి తప్పి తన నగరును స్థాపించువానికి శ్రమ; న్యాయము తప్పి తన మేడగదులను కట్టించుకొనుచు, జీతమియ్యక తన పొరుగువానిచేత ఊరకయే కొలువు చేయించుకొనువానికి శ్రమ.
